    World powers will invite Israelis and Palestinians to begin direct peace talks on Sept. 2 in Washington, a diplomatic source said on Thursday.

    Envoys from the so-called Quartet of powers – the United States, the European Union, Russia and the United Nations – agreed to the details on Thursday, the source told Reuters. A formal statement is due to be issued on Friday.

    “They’ve got an agreement that the talks will start on September 2 in Washington,” said the source, speaking on condition of anonymity.

    The Israelis and Palestinians were expected to agree to attend, and President Barack Obama would be present at the talks, the source said.

    Earlier, diplomatic sources said the Quartet was discussing a draft statement inviting Israel and the Palestinians to embark on direct talks intended to conclude a treaty in one year.

    The Quartet said in June that peace talks would be expected to conclude in 24 months. The new draft says 12 months. The Palestinian Authority government intends to have established all the attributes of statehood by mid-2011.

    Diplomats say the idea that a unilateral declaration of statehood could win support if talks do not start or collapse in the next 12 months is gaining interest.

    The peace process resumed in May after a hiatus of 19 months but is stalled over the terms of an upgrade from indirect talks mediated by U.S. envoy George Mitchell to direct negotiations.

    Israel insists it is ready for direct talks provided there are no preconditions. The Palestinians are ready provided there is a clear agenda. Israel says an agenda means preconditions.

    The White House declined to comment. Obama is currently on vacation in Massachusetts.

In september gaan ze op uitnodiging van het Kwartet dat toeziet op het vredesproces (Verenigde Staten, Verenigde Naties, Europese Unie en Rusland) in Washington rond de tafel zitten. Dat hebben de Amerikaanse minister van Buitenlandse Zaken Hillary Clinton en de Europese Unie vrijdag bevestigd.

    De Israëlische eerste minister Benjamin Netanyahu en de Palestijnse president Mahmud Abbas starten hun gesprekken op 2 september in Washington. Ook de leiders van Egypte en Jordanië worden uitgenodigd. Een dag eerder zitten ze samen met de Amerikaanse president Barack Obama. Het einddoel is een oplossing te vinden voor het conflict tussen Israël en de Palestijnen, dat al meer dan zestig jaar aansleept. Volgens de Europese Unie kan er binnen het jaar een deal worden bereikt. De Unie spoort beide partijen aan om tot dan niet te provoceren in woord en daad. De voorbije maanden werd er indirect onderhandeld door VS-gezant George Mitchell. De laatste rechtstreekse gesprekken hadden plaats in 2008, voor de verkiezing van de rechtse Israëlische eerste minister Benjamin Netanyahu.     Hillary Clinton, George Mitchell say through peace talks between Israel and the Palestinians, all final status issues can be resolved in one year.

    Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas have been invited to Washington to begin direct peace talks on Sept. 2, U.S. Secretary of State Hillary Clinton said during a press conference on Friday.

    The meeting will serve to “re-launch direct negotiations to resolve all final status issues which we believe we can complete in one year,” Clinton said.

    “There have been difficulties in the past; there will be difficulties ahead. Without a doubt, we will hit more obstacles. The enemies of peace will keep trying to defeat us and to derail these talks. But I ask the parties to persevere,” Clinton said.

    President Barack Obama will hold one-on-one talks with each of the four leaders, separately, on Sept. 1, followed by a dinner with them, Clinton said.

    Former British Prime Minister Tony Blair, the special representative of the Quartet of Mideast peacemakers – the U.S., the UN, the European Union and Russia – also has been invited to attend the dinner, she said.

    Clinton said she would then host the first direct Israel-Palestinian negotiating session on September 2,

    The leaders of Egypt and Jordan have also been invited to join in the first session of direct talks.

    Prime Minister Benjamin Netanyahu welcomed the U.S. invitation to launch direct peace talks with Palestinians.

    WASHINGTON // Two attacks in as many days in the West Bank have cast an even deeper pall over direct Palestinian-Israeli negotiations that already seem crippled from the start.

    In comments that preceded a “working dinner” among negotiators last night, four Middle Eastern heads of state implored Benjamin Netanyahu, the Israeli prime minister, and Mahmoud Abbas, the president of the Palestinian Authority, to seize what many see as a final, fleeting opportunity to secure a so-far elusive two-state solution to the Middle East conflict.

    Even Barack Obama, the US president, whose tireless urging brought the Palestinian and Israeli leaders together for the first time in 20 months, acknowledged the profound negotiating difficulties ahead.

    In a press conference before the dinner, the American president said last night: “I know these talks have been greeted in some quarters with scepticism. We are under no illusions.

    “But we know that the status quo is unsustainable – for Israelis, for Palestinians, for
    the region and for the world. It is in the national interests of all involved, including the United States, that this conflict be brought to a peaceful conclusion.”

    This week’s events seemed a harbinger of those apprehensions. On Tuesday, four Jewish settlers were shot dead near the West Bank town of Hebron. Yesterday, as negotiators convened in Washington, Palestinian gunmen injured two Israelis in a similar-style drive-by shooting.

    Hamas, which controls the Gaza Strip, claimed responsibility for both attacks.

    In mentioning the shootings last night, Mr Netanyahu used his time at the White House podium to remind his Arab counterparts that “peace must be met with security”.

    “We don’t seek a brief interlude between two wars. We don’t seek a temporary respite between outbursts of terror. We seek a peace that will end the conflict between us once and for all,” said the Israeli premier. “We seek a peace that will last for generations.”

    Mr Netanyahu’s comments also touched upon one of his more frequent arguments: that peace brings with it the potential for Palestinian economic development. The Israeli prime minister reminded reporters of the West Bank’s recent high level of economic growth – which touched 8.5 per cent last year, according to the International Monetary Fund – as well as that region’s confident strides toward improving government institutions.

    “I see what a period of calm has created for the Palestinian cities of Ramallah, of Jenin and throughout the West Bank: a great economic boom,” said Mr Netanyahu.

    “We want the skyline of the West Bank to be dominated by apartment towers, not missiles. We want the roads of the West Bank to flow with commerce, not terrorists.”

    But for all of Mr Netanyahu’s soaring rhetoric, his comments avoided direct mention of settlement building in the West Bank – an issue that, even more than the recent terror attacks, forms the negotiation’s most salient talking point

    Mr Abbas and his negotiating team have threatened to walk out of the talks if Mr Netanyahu allows a ten-month moratorium on new settlement construction in the West Bank to expire on September 26.

    Mr Netanyahu has said that extending the settlement freeze would almost certainly destroy his right-wing parliamentary coalition, ending his premiership.

    For his part, Mr Abbas broached the settlements question head-on. The Israelis, like the Palestinians, must abide by their “obligations” to the peace process that include continuing the freeze on new settlements, he said.

    Indeed, in the run-up to this week’s direct talks, the question of Israeli settlement expansion has eclipsed other final status considerations, such as the status of Jerusalem and the rights of Palestinians refugees to return to their homelands.

    As the intransigence on both sides has persisted, many analysts have accused the Israelis of profiting from the impasse by expanding their presence in the West Bank.

    Rashid Khalili, an Arab Studies professor at Columbia University who, in a telephone interview last night, called the latest negotiations a “delusion for the foolish and inattentive”, said: “The process … certainly hasn’t produced peace. It’s produced a quadrupling of the settlement population.”

    Still others have drawn a more direct connection between the drawn-out negotiations and the recent violence against settlers. Ghassan Khatib, a former government minister and the director of the Palestinian Government Media Centre, said that while Mr Netanyahu and others have used security concerns as a pretext to justify Israel’s occupation and settlement of Palestinian land, the continued Israeli presence
    only begets more violence.

    “All of the violence that is taking place is happening within the context of occupation. And that the Israeli occupiers have been all along violent and the Palestinians have been sometimes violent in their attempts to end that occupation,” Mr Khatib said, referring to the attacks yesterday and the day before. “So the only way to get rid of violence is to get rid of occupation.”

    Netanyahu vows vengeance ‘without diplomatic restraint’

    The “blood of Israeli civilians” would not go unpunished, the Israeli prime minister Benjamin Netanyahu said yesterday as he vowed to hunt the killers of four Israelis near a Jewish West Bank settlement.

    “We witnessed today a savage murder of four innocent Israelis,” Mr Netanyahu said in Washington, where he was due to resume direct peace negotiations with the Palestinians tomorrow for the first time since December 2008.

    “There are seven new orphans that were added to the circle of grief in Israel,” he said, before going into talks with the US secretary of state Hillary Clinton. “We will not let the blood of Israeli civilians go unpunished.

    “We will find the murderers, we will punish their dispatchers,” Mr Netanyahu said. “We will not let terror decide where Israelis live or the configuration of our final borders.”

    The military wing of the Islamist movement Hamas, which controls the Gaza Strip, said it was behind the killings.

    Earlier, in a statement relayed to reporters by staff travelling with Mr Netanyahu, the Israeli prime minister ordered his security forces to hunt for the killers “without diplomatic restraint”.

    The move appeared designed to give Israeli security forces the freedom to search for the attackers in the Palestinian West Bank, despite the resumption of the high-profile peace talks in Washington.

    Using the plane’s telephone, the prime minister was briefed on the attack that took place near a West Bank Jewish settlement by Defense Minister Ehud Barak and the head of the Shin Beth security service, Mr Netanyahu’s staff said.

    Mr Netanyahu said the killings underlined the security guarantees that Israel would need as he begins direct peace negotiations with Palestinian leader Mahmoud Abbas hosted by Mrs Clinton.

    “These and other issues will be determined in negotiations for peace that we are conducting,” Mr Netanyahu said.

    “In these negotiations, I will set clearly the security needs that are required precisely to address these kind of terror, and I hope to have the opportunity to go into greater detail with my conversations with President (Barack) Obama tomorrow and with secretary Clinton today and with the leaders of Egypt, Jordan and Palestinians as well.”

    Mrs Clinton reiterated an earlier US condemnation of the attacks and offered fresh security assurances to the Israeli people as she went into talks with Mr Netanyahu.

    “This kind of savage brutality has no place in any country under any circumstances,” she said.

    “The forces of terror and destruction cannot be allowed to continue. It is one of the reasons why the prime minister is here today, to engage in direct negotiations with those Palestinians who themselves have rejected a path of violence in favour of a path of peace.

    “We pledge to do all we can always to protect and defend the State of Israel and to provide security to the Israeli people.”
